World War Z -- LaValle

A month before SK's troubles with the zombies began, NK went dark. The rail line was closed and nothing was heard from them. Many were convinced it was the beginning of the war that they all knew would happen, but NK didn't look like it was preparing for an invasion. The troops along the Zone began to deteriorate. Then the Doctor suggested evacuation. By looking over rather than collecting the facts, then he realized Japan was not ready to handle this. Their police did not have the equipment that they needed. The social media community were racing to find out where the population would start over. Kondo wasn't concerned for the safety of himself or anyone else because his world was all cyber, not physical.

This chapter from what I noticed involved a lot of non-prioritizing from a lot of different people. Nobody is prepared for the end. Mentally, or physically.
