WWZ started off with a man named Paul, he believe emotion was useless. His country at the time was on hard times, resting on a bed of rails. He came up with a plan for the undead. To start making safe zones and he was trying to leave people behind for live bait just to survive.
This part of the book was a little harsh because why would anybody want to kill people that are still alive? It just doesn't seem right to kill people that were fighting for their lives.
